JOB SUMMARY
Manages the daily operations of the Recruiting function of the branch(s) supported (e.g., hiring, supervising, training, counseling etc. Placement Managers and possibly support staff) and provides recruiting direction and leadership. This includes setting recruiting goals and expectations, monitoring performance against goals and managing the placement staff to those expectations, developing and implementing recruiting methodologies, managing subcontractor population and negotiating contracts, maintaining advertising and recruiting budgets, working with branch leadership to ensure that efforts of the Account Managers and Placement Managers are meeting branch needs and expectations, and that they are working as a cohesive group. Also responsible for providing various reports and assuring the recruiting staff adhere to system requirements.
PRIMARY RESPONSIBILITIES:
Manages the daily operations of the recruiting staff at the branch(s) supported. Responsible for the full management scope, including interviewing, hiring, training, managing, counseling etc.
Evaluates, develops and implements recruiting standards, measurements and production expectations to ensure consistency across the branch(s) and implements tactics to accomplish goals. Responsible for monitoring performance / productivity against goals and managing the recruiting staff to those goals. Must readily adapt strategies to adjust to changing market and customer conditions.
Actively participates in, and many times spearheads, the weekly activity meeting for the branch(s). Discusses current and potential issues, recommends or facilitates resolutions, assures the proper recruiting resources are deployed to assure coverage of requirements, etc.
Assesses advertising needs and selects appropriate method(s). Utilizes job fairs, university recruitment programs, and other traditional and non-traditional applicant sourcing opportunities to determine which will provide the greatest benefit; provides technical support to Placement Managers related to recruiting activities. Monitors recruiting and expense budget.
Prepares management reports as necessary, and assures the integrity, timeliness and maintenance of the recruiting staff’s data. v Works with branch leadership to ensure that efforts of the Account Managers and Placement Managers are cohesive.
Oversees Technical Evaluation Program with management staff to ensure satisfactory results.
Provides assistance as necessary with H1 visa and other difficult issues.
Manages subcontractor and independent contractor relationships and population for the branch including determining if an outside vendor will be used, negotiates / renegotiates contracts as necessary, ensures appropriate approvals, etc.
Leads and/or participates in various initiatives, both corporate and branch level, as assigned.
Performs other duties as assigned.
MINIMUM QUALIFICATIONS: Bachelor’s degree or equivalent experience in general business management, human resources or other related field, or equivalent experience, plus 5 - 7 years experience in technical recruiting, preferably in an IT environment. Must have at least 3+ years previous recruiting management experience in a fast-paced, dynamic IT staffing or related environment. Requires excellent leadership, communication and presentation abilities, as well as analytical and problem solving skills. Must have ability to function in a team environment and have a proven track record of successful technical recruiting. Experience in the Microsoft Office applications (Word, Excel, Outlook, etc.) are required, as well as prior experience managing a database, data integrity, etc.
